Absolutely your Ambari node can be a host in the cluster. For your permissions problem, take a look at the following document: http://docs.hortonworks.com/HDPDocuments/Ambari-2.2.1.0/bk_Installing_HDP_AMB/content/_set_up_password-less_ssh.html, and make sure you are running the steps on your Ambari host as well as the other node in your cluster.

Trying to create a two node cluster on Ambari. Can Ambari host considered as a node in the cluster? I have entered the hostname of the Ambari host & the hostname of the other node in the list of hosts. The first host fails with Permission denied error so wondering if this is allowed.

I did follow those steps, guess I messed up. Redid the entire thing and it went through. Thank you for the swift response!
