Looking at:

http://docs.hortonworks.com/HDPDocuments/HDP2/HDP-2.2.8/bk_spark-quickstart/content/ch_introduction-spark-quickstart.html

Which says spark sql is tech preview. Is this supported by service? We are relying on HDP 2.2.8 to get spark 1.3 into production.

SparkSQL will be out of tech preview when Spark 1.5.1 is GA on HDP. Until then it is in TP.
