EC2 Install Authorization Failed

When I try to 'Test Credential' on the 'Provide Credentials' step, I get an 'Authorization failed' message.  Because I am I'm getting this error on an account that I don't own (and I'm able to get the cluster running on my own account), I'm guessing the problem has something to do with my IAM settings.  What's confusing, though, is that I was able to create the CDH Manager instance with the same credentials that are failing on this step.  


Are there more IAM settings that need to be added for Cloudera Manager than what's needed to create an EC2 instance?  Does anybody have the minimal IAM settings needed for Cloudera Manager to work?
