HBase balancer kill regionservers

Hi for everyone! We faced a problem in our cluster HDP 3.1.4 with HBase 2.0.2 in balancer. We have a 40 regionservers cluster with configured RSGroups. When we reboot RS, all is okay and one RS can hold all regions 20k on his side. But when balancer start do some balancing, all RS starts falling down. Help me please. I`ll very appreciate
