connection to namenode is failing. telnet says connection refused

Is NN and DN services running?

@Anil MathewError suggests Ambari is not able to access WebHDFS which it tries to test before starting History Server. Ensure that HDFS is started and running fine. And then try restarting History Server again, it should fix the issue.
