I found that Maintenance mode flow through REST api and ambari admin console is differing.

Through admin console, according to horotnworks documentation, I can able to

Turn on maintenance mode on component for host

Stop the service component

Start the service component

Turn off the maintenance mode on component for host

Through REST API, flow is differing like this

Stop the service component

Turn on maintenance mode on component for host

Turn off maintenance mode on component for host

Start the service component

From what I have seen, when using APIs, you need to turn off maintenance mode on the component before you send stop or start requests to it. Not sure if this is by design or a bug..
