In the meantime, I am able to resolve this issue. Since HDP 3.1 has beeline (as hive cli is depricated) need to add "<jdbc-url>" in the workflow.

Running hive in oozie with hive2action resolved the issue.

<jdbc-url>jdbc:hive2://jdbc:hive2://server:11000/default</jdbc-url>
