Licensing for a mirror CDH cluster

Hi all,
We're planning to build a secondary/mirror cluster for a production cluster to backup data and, rarely, run as primary in case of disaster.  We've been reading a lot about licensing trying to find some "cost-effective" licensing solution because our production cluster is using an "Enterprise Data Hub" license.


Cloudera Express is not a valid option because we need the Cloudera Manager enterprise functions such us SNMP monitoring and KeyTrustee as KMS...
Would be possible to run a fully-functional Cloudera cluster (including KeyTrustee, Impala, Kudu, etc.), even with no support for them, using an "Essential" license ?
