I was just going through some websites i saw them mentioning the fact that now something like paywall has come and i will not be able to access past repos without payment and that means i cant upgrade my cluster to the latest using my standard cloudera UI

Yes, earlier in 2021, Cloudera moved binary releases of CDH to a private repository so now to download any CDH binary releases (or to upgrade using Cloudera’s repositories as a source for Cloudera Manager to access the upgrade files) you need a valid subscription.
