REST API or CLI to add parameters to core-site.xml

We want to programattically add (or modify) some parameters in core-site.xml either via some REST calls, or a CLI, and then restart the affected services,   A lot of google searches are coming up empty. We're open to any options.  The python client: https://cloudera.github.io/cm_api/docs/python-client/ seems great for managing the services, but not creation or changing of service (hdfs) parameters.  Besides adding/changing our custom params, one item of particular interest is changing fs.defaultFS to a non-hdfs setting.   We're getting the idea that we have to use the Cloudera Manager UI for this.  It that true?
