Ranger tagsync tags seem to be synced but dont appear on front end

I have a 3 node cluster with Ranger working well. I recently setup atlas and want to sync tags so that I can setup tag based policies. Once up and running the tagsync service runs with no errors but no tags appear. I checked in the ranger db and the tags appear in x_tag_def but dont appear in the ranger admin ui. What am I doing wrong?

You may not be doing anything wrong. Tags will not show up on ranger-admin ui except in the audit records when a tagged entity is accessed.

Oh ok, I must have misread the documentation. So when setting up tag security I have to manually create each tag?
