YARN Steady Fair Share preemption -- vCore always zero

I use the Fair Scheduler with preemption enabled, when I look at the YARN UI (CHD 5.10.0) I see information like this:



vCores is always zero for the "Steady Fair Share."  For various reasons, on my cluster the resource most likely to be in contention is vCore not memory.  If the Steady Fair Share for vCores is zero, and there are no vCores available, will YARN still preempt other jobs to free up vCores for a new application? (Assuming that the new application is running in a queue that's allowed to preempt)
