Can cloudera director create external RDS which is encrypted using KMS ?

Can cloudera director create EBS volumn which is encrypted ?

Neither of those features are currently supported or on the roadmap.

FYI, the AWS plugin for Director is open source, so it is possible that you could build a custom version of the plugin that satisfies your requirements:
