What would be the strategy / approach for Environment Management of Hadoop clusters?

Are there any best practices / recommendations for moving across various stages of a Hadoop cluster setup i.e. from development to testing to pre-deployment and production? How do we ensure the same configurations are used across all the environments right from development to production?

Any pointers please.
