@Benjamin Leonhardi that is if the client is located on a specific data node. on a edge node (not associated with data node) NN will try and colocate the splits but I don't believe it can guarantee same node. I believe it will be at the very minimum same rack.

The API is not an option at this point. If there's no way to do this in Ambari natively, that's fine - I just need to know that. But workarounds of any kind do not meet the need.

I am also facing the same problem i have tried the below Disable proxy and connectting oozie from curl command it works fine . I am still getting the invalid oozie server or port . .And my hivemetastore is not working .But i have ignored it can that be of any way a problem in submitting falcon entity

Primarily so that Ambari can use it to deploy and manage things via slider; it doesn't need to be installed on other machines in the cluster.
