Using local indexes with HDP 2.6.1

Many customers are looking to use local indexes with HDP-2.6.1 to avoid some of the issues global secondary indexes like latency spikes in secondary index management codepath that have a way of cascading it to several region servers and grinding the entire cluster to a halt.

Now HDP is using new local index implementation starting from 2.5. HDP 2.6.x has a majority of fixes for local indexes that exist in Apache Phoenix 4.8-4.9-4.10. In other words local indexes is ready and can be used in production.
