Can partition (or column) level permissions be given for an specified value? For example, can we limit users to see only rows by partition date=’2016-01’ on Hive queries such as select * from partitioned_table_by_date?

I'm not sure about the complete setup but you could use LIMIT clause in the Hive queries and prepare the Hive QL based on the user, if there is an option.  Please refer below link for the usage of limit clause.
