Clean package environment in CML

My ML runtime comes preinstalled with python packages. e.g. databricks-cli, mlflow-CML-plugin etc. Is there any way to avoid installing them so that I can have a clean environment to start with?

 you may consider having a custom built pbj runtime image as per your requirements.
