Hi 

All my parcels have the error 
Error parcel not available for OS Distribution Ubuntu_Bionic - is this a compatibility issue between my cloudera 7.3.1 version and the parcels?

You will find compatible OS with your CM server in the following link:

For CM 5.X the following ubuntu are supported.
16.04 LTS (Xenial)
14.04 LTS (Trusty)

Per the screenshot you are using "CDH 7.1.6", by the other hand the error you see is for the parcel "CDH5, which is not compatible with "Ubuntu Bionic" you can safely remove these parcels from the parcels options.
