Are you startiong Ambari Server as non root user?
if yes then please check the following discussion which affects RHEL7/CentOs7 https://community.hortonworks.com/questions/174301/missing-folders-under-varrunambari-server.html
If you are starting Ambari Server as "root" user then please make sure that the FQDN (hostname -f) is resolving properly from ambari server and hsot machines?
Please check the output of the following command is giving the correct Hostname or not on all the cluster nodes including ambari server and all the hosts and ambari servers are able to resolve each other using this (FQDN)
# hostname -f

Do you see any error in the ambari-agent logs?

Please can you be more specific , describe your setup and what stage you encounter the problems. FYI HDP 2.3.0 is almost obsolete,what could be the reason of using it?
I suspect you have a problem with registration of hosts. Have you followed HDP documentation preparation of environment
Please revert
