HDP is not free anymore but i can install HDP services via Ambari?

I am confused about HDP being free or paid. Cloudera doesn't let me download HDP unless i am subscribed to it. But i can still install HDP services via Ambari. Whats the difference between downloading and installing HDP from Cloudera and installing HDP services via Ambari?

@analytics-shek I guess you have the packages available already hence you can add service but if you want to build cluster from scratch then you will not be able to do that.
