How can I enable hdfs services ?

If you are using ambari then simply install the HDFS service by clicking on the "Add Services" button. The following link provides more details in this regard:

Also if you see that your HDFS services are in Maintenance Mode then you can enable or disable the maintenance mode of your services by clicking on the "HDFS" --> "Service Actions" --> "Turn Off Maintenance Mode"

HDFS is installed already and maintenance mode is turned off..yet it is not starting up
