How to delete __consumer_offsets and recreate?

Hi,

How can i delete __consumer_offsetsnd recreate it? Among the 50 partitions, morethan half are outoff sync. And i dont need any data from the existing topics.

Only brokers 1002 and 1005 are available.. Others are old brokers which were decommissioned.
