Trying to create a two node cluster on Ambari. Can Ambari host considered as a node in the cluster? I have entered the hostname of the Ambari host & the hostname of the other node in the list of hosts. The first host fails with Permission denied error so wondering if this is allowed.

Absolutely your Ambari node can be a host in the cluster. For your permissions problem, take a look at the following document: http://docs.hortonworks.com/HDPDocuments/Ambari-2.2.1.0/bk_Installing_HDP_AMB/content/_set_up_passwo..., and make sure you are running the steps on your Ambari host as well as the other node in your cluster.

I did follow those steps, guess I messed up. Redid the entire thing and it went through. Thank you for the swift response!
