AWS allows you to have multiple users in an account, and restrict the
permissions of specific users. This would appear to be the case with your
account. You'll need to speak with your account administrator to grant
additional permissions to your account. In addition to the permission
listed in your error message, another permission that is commonly not
granted is the ability to create new VPCs, and your cluster will require a
new VPC: so make sure you get that permission as well.
