s3 failed to find service class org apache ranger services s3.RangerServiceS3

While I was trying to create a service in s3 from ranger admin I encountered an error:

s3 failed to find service class org.apache.ranger.services.s3.RangerServiceS3. Resource lookup will not be available. Please make sure plugin jar is in the correct place.

Using
CDH 7            7.1.9-1.cdh7.1.9.p0.44702451

Are you using CDP public Cloud or private cloud? Was it working before?

It seems this feature is there for public cloud only

I' am using private cloud and no we didn't use this before. 
Can you please provide me some documentation or reference as I need to show as a reference.
