I think this part of the certification page may be helpful as to why the documentation is available. I added bold for emphasis on the sentence that applies here.
Exam Question Format
You are given eight to twelve customer problems with a unique large data set, a CDH cluster, and 120 minutes. For each problem, you must implement a technical solution with a high degree of precision that meets all the requirements. You may use any tool or combination of tools on the cluster (see list below) -- you get to pick the tool(s) that are right for the job. You must possess enough knowledge to analyze the problem and arrive at an optimal approach given the time allowed. You need to know what you should do and then do it on a live cluster, including a time limit and while being watched by a proctor.

From the Cloudera Certification FAQ page:
What is Cloudera’s retake policy? Candidates who fail an exam must wait a period of thirty (30) calendar days, beginning the day after the failed attempt, before they may retake the same exam. You may take the exam as many times as you want until you pass, however, you must pay for each attempt; Cloudera offers no discounts for retake exams. Retakes are not allowed after the successful completion of a test.

The answer is yes, there are questions using both languages.
However, please remember that the goal of the exam is to test your Spark knowledge, not your Scala and Python knowledge. The development questions typically provide you some code and ask you to fill in TO-DO sections. So the key is to understand the Spark API. You must have some knowledge of programming, as you will need to be able to read the existing code and understand how to store and retrieve the results you get back from calling the API, but the focus will be on you adding the Spark calls.

From the certification page:
Audience and Prerequisites
There are no prerequisites for taking any Cloudera certification exam; however, a background in system administration, or equivalent training is strongly recommended. The CCA Administrator exam (CCA131) follows the same objectives as Cloudera Administrator Training and the training course is an excellent part of preparation for the exam.

As each person's setup is typically different I was suggesting you start a new thread or conversation. In this new thread you can explain your unique situation in terms of overall system specifications (RAM, number of processors, etc.) as well as how much of those resources have been allocated to the Quickstart VM.
As @jmartin1938 has pointed out the Quickstart VM in inherently slow due to being a single node cluster. The issue can be made worse if the VM is not allcated the appropriate resources or used for large scale projects.
To start a new thread go to the appropriate board and use the "new message" button.
This will open a page for you to post the wording and title for the new thread.

Thank you for asking @ABP. Cloudera doesn't have such a book. If you are wondering what to study for the CCA Administrator Exam (CCA131), you can find out on the certification page which lists:
Number of questions
Time limit
Score required to pass
Pricing
How the test is evaluated and scored
Audience and Prerequisites
Exam delivery and cluster information
Of course the part you would be interested in is listed as well in the Required Skills section. This section lists all the skills you will need to be able to perform as part of the test.

Sorry about the delay on this. I contacted the certification team and found out that Cloudera Certified Specialist in Apache HBase (CCSHB) certification was retired. I am now inquiring about getting the document you linked to updated to reflect the change. Sorry for the confusion.
