Is the other cluster on same OS level? Did you try installing these packages from RHEL repo? Try getting them installed manually, most likely you need to enable a repo and then price with install

Spark action is not supported in HDP 2.4.0 it is available in 2.4.2 so before you can investigate issue with it, consider upgrading HDP.

@Charles Chen I don't see an issue with your steps, what I remember from past experiences working with org.json is that some classes were refactored out and perhaps org.json.JSONOBject is not available in version 20160212 try earlier version like 20140107. This will create a fat jar, <scope> is optional as compile is default action. That or -libjars are viable options, let us know if you're still having issues, I'll try to help.

storing fsimage in /tmp makes no sense, I would remove that directory from your hdfs-site. You need multiple directories for redundancy whereas anything in tmp will disappear as soon as machine reboots. tmp directory does not operate the same way as other directories and it not purging files same way as others do is irrelevant
