It's odd to hear that the 5.16 release has not been made available. We've upgraded a CDH cluster running on Ubuntu 14.04 to 5.16 last week: ~$ apt-cache policy cloudera-manager-server

100 /var/lib/dpkg/status Maybe it was made available accidentally for some period of time? In any case, we're now seeing problems similar to @maziyar. In our case, apt-get update now fails on the cluster nodes because the CDH upgrade changed the repository pointed to from trusty-cm5.15.1 to trusty-cm5.16.0.
