You should use the same version of the dependency that you are running your code against: 4.2.0.2.2.4.2-2. For compile-time, you would want to use phoenix-core which will transitively include the necessary artifacts. http://repo.hortonworks.com/content/groups/public/org/apache/phoenix/phoenix-core/4.2.0.2.2.4.2-2/ is the specific version of the artifact.
