Can Cloudbreak deploy HDP 2.5?

If so, what version, (1.3.0 or 1.2.3) neither has seemingly been updated since the verry recent release of HDP 2.5.

Neither. Cloudbreak 2, which will be launched in a few weeks, is the appropriate version to deploy HDP 2.5

You can also look into "Hortonworks Data Cloud" that's an AWS only solution built on top of Cloudbreak with a simplified UI and with the capability to deploy 2.5: http://hortonworks.github.io/hdp-aws/
