Cloudera Manager Server Database fail to start

Cloudera Manager Server Database fail to start. Following is /var/log/cloudera-scm-server/db.log:
FATAL: could not remove old lock file "/tmp/.s.PGSQL.7432.lock": Permission denied

it could be that the file is created (locked) by other user than cloudera-scm - have you attempted to delete and restart the cloudera-scm-server-db ?
