All nodes on our cluster require outage for maintenance .

I am planning to stop all services in Ambari and stop Ambari server

Are these steps correct & enough?

Yes, Stop all services from ambari, then stop ambari server and agents. Then I will add that If you have any running databases in the cluster nodes like postgres, mysql you should also stop those as well. You may also want to consider taking database backups if needed.
