new installation, failed to receive heartbeat from agent

I'm getting this msg during installation, and have looked at other similiar issues that were posted. I have the ports open on the firewall, /etc/hosts configured with proper names, ... and see no errors in any of the agent or server log files. any suggestions on other things to check?

i manually shutdown and restarted all services and it is now working. installation complete, all services installed, cluster is working.

which services did you shutdown and restart if your cluster wasn't setup?
