Can you please try the below step and then see if it works for you?

1. Login to Ambari UI and then click on HDFS --> Actions (Drop Down) --> Run Service Check.

2. Once the HDFS Service check runs successfully then try to create a new File View Instance from :

Ambari UI --> Admin (Drop Down at top right corner) --> Manage Ambari --> Views --> File View (Click on create new instance button and create a new FileView instance and then try to access the new File View Instance and then check if you are still getting the same error?

Are you sure that you have installed HDP (not HDF, because HDF does not provide hdfs by default).

Based on the error it looks like ambari is not able to find the HDFS settings (core-site / hdfs-site) So are you sure that HDFS is installed in your cluster?

java.lang.NullPointerException
    at org.apache.ambari.server.view.ClusterImpl.getConfigByType(ClusterImpl.java:72)
    at org.apache.ambari.view.utils.hdfs.ConfigurationBuilder.copyPropertiesBySite(ConfigurationBuilder.java:223)
    at org.apache.ambari.view.utils.hdfs.ConfigurationBuilder.buildConfig(ConfigurationBuilder.java:358)

As File View will refer to the core-site and hdfs-site details using ambari cluster APIs to get the HDFS details when you try to open the File View.

I have created a local repository and downloaded Tarball from the URL https://docs.hortonworks.com/HDPDocuments/Ambari-2.7.3.0/bk_ambari-installation/content/hdp_31_repos...

to install the HDP.
