Is there a way we can set our oozie jobs so run on local time instead of GMT so they do not shift an hour between daylight savings and standard time?

Looking at the command line options for Oozie, there is an option to the oozie job to specify localtime, see the documentation.

-localtime            use local time (same as passing your time zone to -timezone). Overrides -timezone option
