getting 400 error when trying to install Ranger and Ranger KMS

When installing Ranger and Ranger KMS (version 1.2.0.3.1) on AWS Ec2 machine with Ambari installed im getting error: 400 status code received on put method for api: /api/v1/clusters/bigid/services/ranger

with additional error:

Invalid transition for servicecomponenthost, clusterName=BigID, clusterId=2, serviceName=RANGER, componentName=RANGER_ADMIN, hostname=bigid.hdp, currentState=INSTALL_FAILED, newDesiredState=STARTED

 please any advice 🙏
