Hi Joshva,
It seems to be you are using an invalid URL. The URL provided in Hortonworks document " https://docs.hortonworks.com/HDPDocuments/Ambari-2.6.1.3/bk_ambari-upgrade/content/upgrade_ambari.html " is " wget -nv http://public-repo-1.hortonworks.com/ambari/centos7/2.x/updates/2.6.1.3/ambari.repo -O /etc/yum.repos.d/ambari.repo " but you are using " wget -nv http://public-repo-1.hortonworks.com/ambari/centos7/2.x/updates/2.6.1.3-3/ambari.repo -O /etc/yum.repos.d/ambari.repo ". Could you try to download the ambari.repo using " wget -nv http://public-repo-1.hortonworks.com/ambari/centos7/2.x/updates/2.6.1.3/ambari.repo -O /etc/yum.repos.d/ambari.repo ". Thanks
