I had the same issue with Cloudera on Azure.  Quickly to reproduce... 1) just shutdown (via Cloudera manager all the services) 2) then shutdown the VMs via Altus portal On startup... the HDFS (namenode) and all dependent services began reporting errors.  The problem went away after I switching to the HA configuration via bootstrap-remote. ...
