upgrade HDP to 2.6.4 with local repo and local VDF

hi all,
we are before HDP upgrade to version 2.6.4
since we not have internet network , then we upload to AMBARI the VDF file version - http://public-repo-1.hortonworks.com/HDP/centos7/2.x/updates/2.6.4.0/HDP-2.6.4.0-91.xml
after VDF upload we see that the local repo fields are without the HDP-2.6-GPL field
so , why version 2.6.4 not include the HDP-GPL local repo
where I am wrong ?? , or maybe this is BUG in the VDF file ??
* example from other ambari cluster that have the HDP-GPL repo ( this cluster have access to internet )

What is the ambari server version?
# ambari-server --version
.
Also can you please try using "Incognito Mode" of your browser so that we can isolate the possibility of Browser cachine?
Also please let us know if you have recently upgraded ambari ? (What is your current ambari version and what was the old version).
