You can find an installation guide for Hue on this page http://docs.hortonworks.com/HDPDocuments/HDP2/HDP-... The first link you mentioned is part of our upgrade guide, since you are trying to install hue from scratch you should use the link above. The second link you mentioned is talking about installing the official/latest Hue version.
